Togo: The power of a pragmatic vision in support of state modernization

The figures for the first half of 2026 provide a striking demonstration of administrative rigor. With a physical implementation rate for reforms reaching 68.4%, the government’s actions demonstrate remarkable momentum. President of the council Faure Gnassingbé is driving this momentum for transformation with exemplary strategic clarity. His approach is based on a constant demand for results and a firm commitment to building a modern, transparent, and efficient state.

At the heart of this success, financial governance serves as the central pillar. The government is rolling out the revenue mobilization plan while implementing far-reaching tax reforms. Strategic analyses and studies on the Finance Act ensure the reliability of the Medium-Term Expenditure Framework. The country is thus consolidating its fiscal sovereignty and optimizing the use of public resources.

In rural areas, securing farmland in Djagblé and Kara safeguards farmers’ livelihoods and strengthens their resilience to climate-related hazards.

Modernization is also accelerating in the technological and economic spheres. The development of a cybersecurity center now active in the field of drones reinforces national digital sovereignty. At the same time, biometric identification assigns a unique identity to each citizen to simplify access to public services. In the economic sector, the Agency for the Development of Very Small and Small Enterprises (TPME) functions as an efficient one-stop shop.

It provides tailored support to small businesses, which are the true drivers of growth and job creation.

Investment efforts are reaching all regions thanks to increased decentralization. The Local Government Support Fund allocates 5.5 billion CFA francs to the regions and 10.5 billion to the municipalities. Local governments now have the financial resources needed to meet the needs of their residents. In terms of the environment, the framework law and the creation of the National Office of Protected Areas are strengthening biodiversity conservation.

The international community applauds these ongoing efforts. The World Bank’s *Business Ready 2025* report ranks Togo first among reformers in West Africa. This success confirms the soundness of Faure Gnassingbé’s policy choices. His approach combines economic efficiency, social justice, and a vision for the future of the entire country.
