Burkina Faso slashes bovine insemination cost by 90% in ambitious livestock push

Burkina Faso has struck a major blow in the livestock sector. By cutting the cost of bovine insemination from 50,000 to 5,000 CFA francs per cow  a 90% reduction  the state is not merely adjusting a tariff: it is opening a door long closed to breeders. And the ambitions follow: 100,000 cows inseminated in 2026, compared with an annual average of 3,000 over the previous decade.

The bet is bold, but early signals are encouraging. In 2025, more than 12,200 cows were already inseminated, according to the Ministry of Agriculture, Water, Animal and Fisheries Resources.

That is four times the historical average   even before the new pricing fully took effect. The momentum is underway.

Artificial insemination is not an end in itself; it is a lever. It allows the genetic characteristics of selected breeding stock to be spread, particularly to improve milk production.

The government has understood this well, extending the logic to sows, whose insemination cost has dropped from 45,000 to 5,000 CFA francs, with 458 sows already inseminated.

But the state is not stopping at technique. It is importing 710 cows from Brazil to strengthen national dairy potential, developing the collection and processing of local milk through state company Faso Kosam, and supporting animal feed production via Faso Guulgo.

These initiatives are part of the 2026-2028 Agro-Pastoral, Hydraulic and Fisheries Offensive, with a clear objective: reducing dependence on dairy imports.

It would be naive to believe everything will happen without difficulty. The target of 100,000 inseminations will require sufficient technical capacity, rigorous monitoring of pregnancies, births and calf survival, as well as adequate feeding and health follow-up.

But the effort deserves praise: by making accessible a technology long reserved for a few breeders, Burkina Faso is giving substance to a simple and fair ambition — to produce at home what it consumes, and to enrich those who produce it.
